Subject: Partial U.S. Federal Government Shutdown
Date: January 10, 2019

 

The partial U.S. federal government shutdown is understandably generating some questions and concerns across our university community.  While a number of federal agencies are not affected – including the Department of Education, Department of Defense, Department of Energy and Department of Health and Human Services – some of NC State’s federal sponsors are affected which could lead to some impact on the university, particularly if the shutdown continues for a significant period of time.  We have anticipated this situation and plans are in place to monitor and manage the outcome.  Following is key information that we know at this point in time:

 

  • Current federally funded student financial aid should not be impacted as the Department of Education is fully funded through September 30, 2019,

 

  • In the short term, programs and grants currently funded with federal funds are permitted to continue, and authorized expenditures will be reimbursed when the federal government re-opens for business,

 

  • An exception to this are projects with explicit “Stop Work” orders from federal granting agencies,

 

  • Employees who are paid in whole or in part by active federal grants should not be subject to furlough or to reduced work hours during the grant/project’s current year,

 

  • Some federal agencies may not be approving actions on new grant/contract proposals or change and renewal applications during the shutdown.
