Subject: Immigration Enforcement in Raleigh: Know Your Resources
Date: November 18, 2025

As you may have seen in news reports, the City of Raleigh received confirmation that federal immigration agents are operating in Raleigh beginning today, Tuesday, Nov. 18. I want to assure you that we are closely monitoring developments that may impact our community.

In the meantime, please review this message closely for guidance about how to respond to requests for information from federal and state agents, as well as resources to help keep our community safe and informed.

The university complies with all federal laws, including the Family Educational Rights and Privacy Act (FERPA), and may require a valid court order or subpoena to release certain information. Do not release any information about students, faculty or staff without first consulting with the Office of General Counsel (OGC) to ensure we follow university policies, state and federal laws.

In addition, please remember:

  • If you have real concerns for life and safety, immediately call 911.
  • University Human Resources has provided guidance on what to do if you receive a request for information via email, phone call or in person.
  • International students, faculty and staff should carry evidence of their immigration status with them at all times. If they leave the Raleigh area, we encourage them to carry their passport.
  • NC State’s Counseling Center offers mental health resources and support for our students.
  • The Faculty and Staff Assistance Program provides confidential counseling and other supportive resources for our employees.

Please distribute this guidance to other faculty and staff, especially those who may be answering phones or serving as points of contact across campus. Questions on information requests and immigration enforcement should be directed to OGC at 919-515-3071.
